The IRCC has released some eligibility criteria for the caregivers program that will open on March 31, 2025. Some of the program’s criteria will be:

  • Have at least level 4 in English or French in the CLB or NCLC
  • Have the equivalent of a Canadian high school diploma (or higher);
  • Have at least 6 months of recent and relevant work experience or a related caregiver training credential;
  • Have an offer for a full-time home care job;

The home care workers immigration pilot (HCWP) will have a stream for those already in Canada working as caregivers and another stream for those not yet in Canada. But this second stream will start accepting applications later on, with no date yet announced.

For those who have already worked in the field, the work experience doesn’t have to have been in Canada, but it must be recent and have lasted at least 6 months. Another option is to have done at least 6 months of training related to home care.

As a job offer required to participate, the job must be full-time in home care and outside the province of Quebec.

This job offer can come from various types of employers, such as:

  • Private families;
  • Organizations that hire workers to provide home care;
  • Providers of home health care services;
  • Home care support service providers;
  • Direct care agencies;
  • Personal care services in residential settings;
  • Pediatric home health care service providers;

In contrast, the previous Home Child Care Provider and Home Support Worker pilot programs, which were closed, required applicants to have at least a CLB level 5 and a minimum of one year of Canadian post-secondary education or equivalent. With the new pilot’s language requirement reduced to a level 4 and post-secondary education no longer required, it makes the application process much more accessible to a wider range of candidates.
