QUEBEC PROVINCE

The Province of Quebec has an immigration policy independent of that applied by the Federal Government of Canada. For historical reasons, it has established its own programs of selection of immigrants and has different criterias and methods of evaluation for reception of students and skilled workers.

The three most popular Provincial Immigration Programs are:

1) CAQ (Certificate of Acceptance of Quebec), addressed to international students;

2) PEQ (Québécoise Experience Program), for recent graduates in specific courses;

3) Quebec Skilled Worker Program (QSWP), who receive from the provincial government the so-called CSQ (Quebec Selection Certificate).

These programs are aimed at a skilled workforce and students who are within the prerequisites needed to apply for these three classes. It is necessary to emphasize the need of fluency preferably in the French language, since this is the official language of the Province of Quebec.

A fourth, somewhat more complex, immigration program is the one directed at International Investors (QIIP-Quebec). This program requires the applicant a minimum capital to apply for immigration, either to open a business / company or to develop a company already established in the province.
